This is a more academic form of ‘to’. It is an infinitive, so is followed by the simple form of the verb.
In order to stop the ice caps melting, it is necessary to tackle global warming.
So that
This is followed by a full clause.
The government should invest in the education system so that all children have an opportunity to succeed.
Allow / Enable
This is a verb. It is often used as an infinitive (to + verb).
Cheaper forms of travel are needed to allow / enable people to work in different countries.
New technology has allowed / enabled many manufacturers to replace workers with machines.
